Biography

Robert C. Carroll is the Democratic and Working Families Party incumbent in Assembly District 44, which covers Park Slope, Kensington, and Prospect Heights in Brooklyn.[1][2] A Brooklyn native and former election lawyer, he was first elected to the Assembly in 2016 and chairs its Libraries and Education Technology Committee.[2][3] His official biography highlights his work on dyslexia and literacy, renewable energy, election law, and public transportation.[2]

Carroll was born and raised in the 44th Assembly District and attended PS 230 in Kensington.[2] He struggled with dyslexia as a child, which he says shaped his legislative focus on literacy.[2] He graduated from SUNY Binghamton and holds a J.D. from New York Law School.[2] Before running for the Assembly he was an attorney and served as president of the Central Brooklyn Independent Democrats, a political club serving Park Slope and Windsor Terrace; a 2016 report said he was the club's youngest president, and in 2016 he described himself as a reformer.[4]

Carroll was elected to the Assembly in 2016 to succeed Jim Brennan, who did not seek re-election.[2][4] He won the 2016 Democratic primary with about 90% of the vote and the general election with about 85%, also running on the Working Families Party line.[4][5] He chairs the Assembly Committee on Libraries and Education Technology and serves on the Corporations, Authorities and Commissions; Election Law; Environmental Conservation; and Tourism, Parks, Arts and Sports Development Committees.[3] His official biography says he has authored and passed 35 bills through the Legislature since being elected, 25 of which have been signed into law.[2] It names him as prime sponsor of the Build Public Renewables Act, included in the 2023-24 state budget, and as author of the Dyslexia Task Force Act and the Dyslexia Diagnosis Access Act (signed 2024).[2] Ballotpedia says his 2026 primaries were uncontested, so no primary vote was held.[1] According to the same biography, he lives in Park Slope with his wife Virginia and their two children.[2]
