According to her campaign website, Hooks was born and raised in East Elmhurst and Corona, is a graduate of New York City public schools, and is the mother of five children who attended public schools; it says she served as PTA president at Veritas High School and PS 127Q. Her official Assembly biography describes her as a mother of five and a grandmother.[4][3] Her campaign website says she has worked for the New York City School Construction Authority and the East Harlem Council for Community Improvement, part of the Acacia Network under the Office for People with Developmental Disabilities, and her official biography describes that work as aimed at people with developmental disabilities and their families.[5][3]

Hooks served as president of the Ericsson Street Block Association and then as president of the executive board of the East Elmhurst-Corona Civic Association (EECCA), where, according to her official biography, she advocated on public safety, community engagement, and access to resources.[3][2] At Elmcor Youth & Adult Activities, Inc., she was Vice Chairperson of the Board and then Vice President of Older Adult Services and Economic Development, according to her official biography. Her campaign website gives her title as director of Senior Services and Economic Development and says she led the creation of three new senior centers.[3][5][4] The website lists other civic roles, including deputy director of the Flushing Meadows Soap Box Derby, Girl Scouts troop leader, past vice president of the Frederick Douglas Democratic Association, member of Community Board 3Q, board member of the La Guardia Kiwanis Club, and female Democratic district leader in AD 35.[5]

Hooks won the Democratic primary for the open District 35 seat on June 25, 2024, defeating Hiram Monserrate 59.1% to 40.4%, and won the November 5 general election with 98.7% of the vote. She succeeded Jeffrion Aubry and took office on January 1, 2025.[2] For 2025-2026 she is a member of the Aging; Banks; Economic Development, Job Creation, Commerce and Industry; Libraries and Education Technology; Science & Technology; and Transportation committees, along with several legislative caucuses and task forces.[2][6] In 2026 she is on the ballot as the Democratic and Working Families Party candidate; the June 23 primaries for both lines were canceled because no other candidate filed.[2][1]
