Biography

Gabriel Moreno is a Democratic delegate representing District 13 in the Maryland House of Delegates and is running for a full term in the November 3, 2026 general election.[1][2] An attorney, he was appointed to the seat in January 2026 to replace Vanessa Atterbeary.[1]

Gabriel Moreno earned a high school diploma from Irvin High School, graduated from Texas A&M University in 2007 and from the University of Texas at El Paso in 2008, and received a law degree from the Massachusetts School of Law in 2012.[1] In a Ballotpedia survey, he said he worked as a national senior attorney at an immigration nonprofit, where he represented unaccompanied immigrant children and families affected by the 2018 family separation crisis, and later became CEO of another immigration nonprofit serving central Maryland.[3] He also said he was the first Hispanic man to serve on the Howard County Democratic Central Committee and has served on the Attorney General's Commission on Hate Crime Response and Prevention.[3]

Gov. Wes Moore appointed Moreno to the House of Delegates on January 12, 2026, and he assumed office on January 14, 2026.[1] He serves on the Judiciary Committee.[3] In the survey, he named protecting vulnerable communities, funding and expanding public education, and building a resilient and green economy as his key campaign messages.[3]
