DCandidate

On the ballot Nov 3, 2026: U.S. House · Illinois's 2nd District

Biography

Donna Miller has served on the Cook County Board of Commissioners (6th District) since December 2018, after a career in healthcare consulting, sales training and marketing and leadership roles at Planned Parenthood of Illinois and Illinois Democratic Women. She won the March 17, 2026 Democratic primary for the open 2nd District seat, and her campaign website says she is running to lower costs for working families and expand access to healthcare.[1][2][3]

Miller was born September 7, 1965, as Donna Lynne Black, according to Wikipedia, and spent most of her youth in Chicago, graduating from Lane Technical High School in 1983. She describes herself as "an original Chicago girl" whose family has lived in Cook County for more than 120 years; WTTW's election coverage says she was raised in the south suburbs.[4][5][8] She earned a bachelor's degree from Howard University (1987, per Wikipedia) and took graduate business courses at Pepperdine University in 1992; sources differ on the field of her bachelor's degree, so it is not stated here.[1][4] Miller worked in healthcare consulting and as a professional trainer. Ballotpedia lists sales training with Genentech and UnitedHealth Group and marketing with the American Heart Association, and says she worked as an independent sales-training and marketing consultant for 15 years.[1][2]

According to her campaign website, Miller also had an internship on Capitol Hill, volunteered with the Red Cross, and served as Board Chair of Planned Parenthood of Illinois, Vice-President of Illinois Democratic Women and President of Democratic Women of the South Suburbs.[3] She ran for the Democratic nomination for the 15th District Illinois State Senate seat in 2012 and finished second to Napoleon Harris, according to Wikipedia.[4] Miller won the Democratic primary for Cook County Board of Commissioners, 6th District, on March 20, 2018, and the November 6, 2018 general election, taking office December 3, 2018. She was re-elected on November 8, 2022 and is not seeking re-election to the county board in 2026.[2]

On the Cook County Board, Miller chairs the Asset Management, Contract Compliance and Veterans committees and is vice-chair of Workforce, Housing and Community Development. Her campaign website says she has led initiatives in health equity, veteran services and economic development.[6][7] She won the March 17, 2026 Democratic primary for Illinois' 2nd District with 40.4% of the vote (34,034 votes) in a field of 10 candidates; the seat is open because U.S. Rep. Robin Kelly is running for U.S. Senate.[2][5] According to her campaign website, Miller is married to Dr. David E. Miller, has two sons, and is a member of Alpha Kappa Alpha Sorority, Inc.[3]
