Biography
McGowan is the Republican nominee, a Sioux City native, attorney, and Iowa Air National Guard veteran who has led the Siouxland Chamber of Commerce and The Siouxland Initiative since 2011. This is his first run for office. According to his campaign website, he is running on an "America First" platform of economic growth, reduced federal spending, border security, and national defense.[1][2][3]
McGowan is a fourth-generation Iowan born and raised in Sioux City, according to news reports and his campaign materials. His father grew up in Sioux City and his mother is from Fonda, Iowa, and his campaign site says his great-grandfather was recognized as the state's top per-acre corn producer in 1944.[1][2][4] He graduated from Heelan High School and earned a bachelor's degree from St. John's University in Collegeville, Minnesota, with a double major in government and management.[1] McGowan served in the Iowa Air National Guard and worked for a Fortune 500 company before attending the Ave Maria School of Law in Ann Arbor, Michigan, where he worked in both the civil and criminal divisions of the U.S. Department of Justice for the Eastern District of Michigan.[1][2]
After passing the Iowa bar exam, McGowan returned to Sioux City and joined The Siouxland Initiative, a private economic development nonprofit, in August 2003.[1] He became president of the Siouxland Chamber of Commerce and The Siouxland Initiative in 2011, and says his work there helped bring billions of dollars in capital investment and thousands of jobs to the region.[1][2]
McGowan announced his campaign for Iowa's 4th District on June 25, 2025, as the first Republican to enter the race.[1][2] He ran unopposed in the June 2, 2026 Republican primary, which followed an endorsement from President Trump.[6][5] His father served as a surgeon in Vietnam, and McGowan says five of his six children have chosen careers in the armed services.[2]
