Bill Ferguson

DState Senator · District 46

On the ballot Nov 3, 2026: Maryland Senate District 46

Biography

Bill Ferguson is the Democratic president of the Maryland Senate and state senator for District 46, in office since January 2011, and is seeking re-election in the November 3, 2026 general election, in which Emmanuel Digman is also running.[1][2]

William Ferguson IV was born in Silver Spring, Maryland, in 1983.[1] He earned a bachelor's degree in political science and economics from Davidson College in 2005, a master's in teaching from the Johns Hopkins University School of Education in 2007, and a law degree from the University of Maryland School of Law in 2010.[1] Ferguson began his career as a social studies teacher, was director of reform initiatives at Johns Hopkins University from 2012 to 2020, later worked for the nonprofit America Achieves, and in 2024 became general counsel for a solar energy company, CI Renewables.[1]

Ferguson first ran for state Senate in 2010, when he defeated incumbent George Della in the Democratic primary by two points and then won the general election unopposed, becoming the youngest state senator in Maryland history.[1] Senators voted him Senate president on January 8, 2020, to succeed Thomas Miller Jr.[1] In the 2025-2026 term he chairs the Legislative Policy Committee and the Joint Federal Action Oversight Committee.[1]

In October 2025, Ferguson opposed a proposal for mid-decade congressional redistricting, writing to colleagues that the legal risks were too high.[1]
