Secretary of State of Indiana
Statewide — all of Indiana
General election · Tuesday, November 3, 2026
- The seat is open. Incumbent Diego Morales (R) lost the June 20 Republican convention to Max Engling after U.S. Sen. Jim Banks and Attorney General Todd Rokita pulled their endorsements of Morales; Republicans have held the office since 1994.[1][3]
- Indiana nominates its Secretary of State at party conventions. Beau Bayh defeated Blythe Potter at the June 6 Democratic convention; Greg Ballard qualified as the Lincoln Party candidate, a new party, and the Libertarian Party nominated Lauri Shillings.[1][3]
- Ballotpedia designates the race a battleground and says Bayh, Engling and Ballard lead in media attention and fundraising.[1]
- The Indiana Election Division's September 22, 2026 candidate list shows Bayh (Democratic), Engling (Republican), Ballard (Lincoln Party) and Shillings (Libertarian) for Secretary of State, plus a write-in filing by Andrew Delano (National Socialist American Workers').[5]
- Ballard's ballot access was confirmed by Election Division staff on July 22, 2026, after he submitted more than 70,000 petition signatures.[7]

Issue evidence — side by side
Recorded votes, documented positions and candidates’ own words are shown with sources. “In their own words” quotes a candidate on the topic without inferring a stance. Votes describe specific bills or motions; they do not establish overall support or opposition to a broad issue. A dash means our research has no evidence on that topic, not that the candidate has no position.
Require documentary proof of citizenship to register to vote
- Beau Bayh—
- Max EnglingIn their own words[3]
“It’s also important that we have only eligible citizens voting in our elections.”
At the Aug. 26 debate, where the Capital Chronicle reported he was the only candidate to support the full federal SAVE America Act; he did not describe the act's documentary-proof requirement in this remark.
- Greg Ballard—
- Lauri ShillingsOpposes[3]
Called the SAVE America Act a barrier to voting at the Aug. 26 debate.
Bar transgender women and girls from women's and girls' school sports
- Beau BayhSupports[4]
Told the Indiana Capital Chronicle he supports Indiana's ban on transgender girls in girls' school sports, calling it a nonissue for the office.
- Max EnglingSupports[4]
Said on WIBC that boys should not play in girls' sports; his campaign chairman also criticized opponent Greg Ballard over the topic, though the office has no role in it.
- Greg BallardMixed[4]
Said boys do not belong in girls' sports or locker rooms, but also called Indiana's 2022 ban 'unnecessary' and stood by supporting then-Gov. Holcomb's veto of it, saying sports organizations were handling the issue.
- Lauri Shillings—
Research notes & limits
Slate confirmed on the Indiana Election Division's candidate list dated Sept. 22, 2026 (four candidates plus write-in Andrew Delano, National Socialist American Workers', whom this guide does not profile because no campaign materials were found). Ballotpedia (blocked by an automated challenge) could not be re-read, so details sourced only to it were not re-verified. Indiana has no Attorney General election in 2026 (Rokita was elected in 2024), so there is no in-ag file.
