DU.S. Representative · CA-18

On the ballot Nov 3, 2026: U.S. House · California's 18th Congressional District

Biography

Zoe Lofgren is the Democratic incumbent for California's 18th District, serving in the House since 1995. An immigration attorney and former Santa Clara County supervisor, she is the ranking member of the House Science, Space and Technology Committee and serves on the Judiciary Committee. Her House website highlights immigration policy, technology and digital rights, and health care.[1][2]

Lofgren was born in San Mateo, California; her House website describes her as a lifelong Bay Area resident and the daughter of a truck driver and a cafeteria cook, and says she attended public schools. She graduated from Gunn High School in 1966.[1][2] She attended Stanford University on a California State Scholarship, graduated with a bachelor's degree in political science in 1970, and earned a J.D. from Santa Clara University School of Law in 1975.[1][2] Lofgren served on the staff of Rep. Don Edwards in his San Jose and Washington offices from 1970 to 1978, according to her House website.[1] She practiced and taught immigration law, including as a faculty member at Santa Clara University School of Law, and was a founder and first executive director of the nonprofit Community Housing Developers.[1][2]

Lofgren was elected to the San Jose-Evergreen Community College District board in 1979, and in 1980 to the Santa Clara County Board of Supervisors, where she served 14 years.[1] She was elected to the U.S. House in 1994 after Edwards retired. She represented the 16th District from 1995 to 2013 and has represented the 18th since 2013.[1][2] She is ranking member of the House Science, Space and Technology Committee, serves on the Judiciary Committee, and is the elected chair of the California Democratic Congressional Delegation.[1] Her House website says she led Democrats on the House Immigration and Citizenship Subcommittee for eight consecutive sessions and, in the 116th Congress, led negotiations on the Farm Workforce Modernization Act. It also cites her work on patent, copyright, privacy and digital-rights issues, including opposition to the Stop Online Piracy Act.[1]
