DCandidate

On the ballot Nov 3, 2026: U.S. House · Virginia's 1st District

Biography

Shannon Taylor is the Commonwealth's Attorney for Henrico County and the Democratic nominee for Virginia's 1st District, facing Republican Rep. Rob Wittman. She has been Henrico's chief prosecutor since 2012 and ran unsuccessfully for the 2025 Democratic nomination for Virginia Attorney General. She is campaigning on congressional ethics reform, including bans on stock trading and lobbying by members of Congress, alongside lowering costs for families.[1][2][3][6]

Taylor was born in 1967 and is an alumna of Albemarle High School, according to Wikipedia and Ballotpedia; the Virginia Mercury describes her as a native of Charlottesville.[1][4][5] She earned a bachelor's degree from the University of Virginia in 1989 and a law degree from the University of Richmond School of Law in 1995.[1][4] She was previously a prosecutor in Richmond and a special assistant in the U.S. Attorney's office.[5]

Taylor was elected Henrico County Commonwealth's Attorney in November 2011, winning an open contest after the incumbent suspended his bid for a fifth term, and she took office in January 2012 as the first woman to hold the office.[3][4][5] In her 2025 Ballotpedia survey she describes herself as the first Democrat elected Commonwealth's Attorney for Henrico County in over 20 years and says she has won re-election three times with bipartisan support.[1] The Henrico County website says her office, with a staff of 80, prosecutes cases in Circuit Court, General District Court, and Juvenile and Domestic Relations Court, and her campaign website, as quoted by Ballotpedia, cites a 90% homicide conviction rate.[3][2] In her Ballotpedia surveys she describes establishing programs to support victims of human trafficking, a task force on the opioid epidemic, and efforts to take illegal guns off the streets, and says she was one of the first prosecutors in the nation to push back against criminalizing women and doctors for accessing abortions after Roe was overturned.[1]

Taylor ran for the Democratic nomination for Virginia Attorney General in 2025 and lost the June 17 primary to Jay Jones, 51.1% to 48.9%.[1][5] She then launched her bid for Congress and won the August 4, 2026 Democratic primary for Virginia's 1st District with 53.0% of the vote in a seven-candidate field.[1][5][6]
