Biography

Rickey Hayes II is the Republican candidate for California State Assembly District 40 in the November 3, 2026 general election.[1][2] A U.S. Marine Corps veteran and electrical engineer, he describes himself in a Ballotpedia survey as a former law enforcement officer and energy infrastructure leader.[2][3]

Hayes's survey biography says he was born and raised in Compton and Long Beach, joined the U.S. Marine Corps, and afterward worked as a custody officer and later a police officer.[3] It says he has lived in Santa Clarita for more than 13 years with his wife, Dr. Priscilla Barbero.[3]

Hayes listed his campaign priorities in the survey as lowering taxes and fees on gas and utility bills, building more housing, rolling back Proposition 47 and upholding Proposition 36, and restoring local control of zoning and land-use decisions.[3] He named Reform California, state Senator Suzette Valladares, Los Angeles County Supervisor Kathryn Barger and IBEW Local 18 among his endorsers.[3]
