Biography
Joseph "Jay" Kirkland IV is the Democratic candidate for the Georgia House of Representatives, District 27, in the November 3, 2026 general election, facing incumbent Republican Lee Hawkins.[1] A business owner who founded a music education company, he describes himself as an education advocate and says he supports Medicaid expansion and updating the state's school funding formula.[1][2]
Kirkland is also known as Jay, and Ballotpedia lists his career experience as working as a business owner.[1] In a Ballotpedia survey, he described himself as a native Georgian, business owner and education advocate who lives in North Hall with his wife, a public school teacher, and their two daughters.[2] He said he grew up in South Georgia, trained as a classical musician, and went on to found a music education company that has partnered with dozens of schools across four metro Atlanta counties.[2]
Kirkland said in the survey that he is fighting for full Medicaid expansion, lower healthcare premiums and prescription drug costs, and a modernized school funding formula so that growing districts such as Hall County receive what he called their fair share.[2] He also named government transparency and citizen input on surveillance and data centers as priorities.[2]
