According to the legislature's biography, Shirts was raised on Shirts's family's ranch in Washington County, attended Weiser High School, and earned a B.S. from the University of Idaho and a J.D. from the University of Colorado Law School.[1] It says Shirts served as a U.S. Air Force JAG officer, including in Korea, was appointed an Assistant United States Attorney, and now serves as a prosecutor in the Air Force Reserve.[1]
