C. L. Marshall III

C. L. Marshall III is the Republican candidate for the Maryland House of Delegates, District 38A, in the November 3, 2026 general election.[1][2] He said in a Ballotpedia survey that he is a Pocomoke City Council member who operates Tangier Sound Charters, a fishing and eco-tourism business.[3]

Marshall earned a high school diploma from Broadwater High School and a bachelor's degree from Elon College in 1986, according to Ballotpedia.[1] In a Ballotpedia survey, he described himself as a lifelong Eastern Shore resident from Pocomoke who operates Tangier Sound Charters on the Chesapeake Bay.[3] He said he serves on the Pocomoke City Council and the Worcester County Tourism Advisory Board and has served on the Atlantic General Hospital Foundation Board and the Delmarva Discovery Museum board.[3]

Marshall defeated Timothy Howlett in the June 23, 2026 Republican primary and faces Democrat Shelley Johnson in the general election.[1] He listed his key messages as putting the Eastern Shore first, responsible economic development, and fixing the local economy.[3] He said he opposes offshore wind and industrial solar development on prime farmland, and that he wants to protect the Chesapeake Bay and preserve farmland.[3] He reported an endorsement from the Maryland Farm Bureau.[3]
