Biography
Billy Ray Wilson is an independent write-in candidate for Kentucky's 5th Congressional District and a retired U.S. Air Force air operations superintendent who describes 38 years of military and civilian public service. He says that if elected he would propose constitutional amendments; no other issue statements were found.[1][2][3]
Wilson says he was born in Laurel County, Kentucky, in 1943.[3] In a post on his campaign website he describes himself as a retired USAF air operations superintendent who enlisted nine days after his seventeenth birthday, and as a 1998 medically retired Veterans Administration administrative officer of the day. He writes that his public service included work with the Office of Personnel Management, the State Department's Foreign Military Sales program in Saudi Arabia, and civil employment in Nassau, Bahamas.[2]
He is listed on the November 3, 2026 ballot as an independent write-in candidate. In the post he says his first proposed amendment would remove the title of Commander in Chief of the armed forces from the president, and that others would address immigration, socialism, religious abuse and foreign policy.[1][2]
