Baker was born in Cadiz, Kentucky, and Ballotpedia lists degrees from the University of Louisville (2001 and 2003) and the University of the Cumberlands (2013).[2] In a Ballotpedia survey she described a career as a Jefferson County Public Schools teacher, small business owner (Early Learning Foundation), and adjunct professor at Campbellsville University.[3] She listed community involvement as a member of Delta Sigma Theta, a former NAACP executive board member, a member of the Jefferson County Teachers Association, and an executive board member of the Louisville Democratic Party.[3]

Baker did not win the 2018 Democratic primary for Louisville Metro Council District 15 and the 2022 Democratic primary for this House seat.[2] She was the Democratic nominee in 2024 and received 41.4% of the vote to Bauman's 58.6%.[2] In the survey she named education, including opposition to charter schools, regulation of chemical companies, and support for abortion rights as her key messages.[3]
