Little public record found for this candidate.

Morgan describes himself as a fifth-generation Kansan, attorney and former small-business owner.[2] He worked for Sens. Kassebaum and Dole, was chief counsel for Dole's 1988 presidential bid, served as chief counsel to Gov. Hayden, and represented the U.S. Senate on the Federal Election Commission.[2][3] He and his wife, Kathleen, built and ran a publishing business in Kansas for 17 years, and he served two terms on the Lawrence school board.[2][3]

Morgan sought the 2014 Republican nomination for secretary of state and lost, and has also lost races for Congress and the state Senate.[3] He co-founded the Free State Party, which merged with the United Kansas Party in April 2026, and is executive director of United Kansas.[3]

Priorities

  • Act as a 'neutral referee' in running elections, saying the chief election officer should be an appointed administrator.[4]
  • Protect paper ballots, audits, advance voting including mail-in ballots and the three-day grace period for ballots postmarked before Election Day, while keeping rolls accurate.[4]
