- Open seat: Gov. Gavin Newsom (D) is term-limited. Under California's top-two primary system, the two highest vote-getters on June 2, 2026 advance regardless of party; Xavier Becerra (D) received 28% and Steve Hilton (R) 25%.[1][6][7]
- Hilton finished ahead of Democrat Tom Steyer, who spent more than $200 million of his own money in the primary and later urged supporters to back Becerra.[2]

Issue evidence — side by side
Recorded votes, documented positions and candidates’ own words are shown with sources. “In their own words” quotes a candidate on the topic without inferring a stance. Votes describe specific bills or motions; they do not establish overall support or opposition to a broad issue. A dash means our research has no evidence on that topic, not that the candidate has no position.

Research notes & limits
The California Secretary of State's Official Certified List of Candidates for the November 3, 2026 general election (dated August 27, 2026) lists exactly two governor candidates, Xavier Becerra (Democratic) and Steve Hilton (Republican); this matches the guide. Ballotpedia was unreachable (bot challenge). Issue positions and candidate quotes come from the campaign issue pages, which were rendered in headless Chromium and matched verbatim against page text. A record item citing an HHS statement was removed because its archived page no longer loads and the official HHS page could not be retrieved. Becerra's House voting record and Hilton's campaign website content were not reviewed in depth. Running mates: California elects the lieutenant governor separately.
